The Pattern of Obstacles to the Development of Teleworking System in order to Improve the Administrative System

Abstract:
Background &
Purpose
The spread of various types of virtual activities, including teleworking, is one of the emerging phenomena at the same time as the information age, the institutionalization of which has always faced obstacles. In this research, In this research, the barriers to the development of the teleworking system in the public organization were identified in order to improve the administrative system
Methodology
The research was applied in terms of purpose and descriptive and survey in terms of direction. The statistical population of the research included 556 employees of the government organization. Using stratified-random sampling method and Cochran's sampling formula, the number of 290 people was determined as the sample size. A researcher-made questionnaire was used to collect research data. The research data were analyzed using structural equation modeling and t-test.
Findings
The results of the research showed that technical barriers, financial barriers, cultural-social barriers, managerial barriers, legal-political barriers are among the barriers to the development of remote work system in the statistical population of the study. Also, the technical factor was the most important among the obstacles. After that, financial factor, socio-cultural factor, managerial factor and legal-political factor were in the next priorities.
Conclusion
The final model of the current research can be used as a guide for managers to plan and take effective action to achieve the goals of the remote work system and improve the administrative system. This model will lead to targeted investment and improve the efficiency of program implementation.
