Designing a model of crisis management in the railway network based on the dependence of infrastructures, a case study of Yazd province

Abstract:
Rail transport is one of the important and vital infrastructures of any country. Building rail transport infrastructure requires a relatively high cost; But this cost is justified against its advantages, including high safety, cost-effectiveness, environmental friendliness and suitable for mass transportation. On the other hand, the use of the rail network, in addition to creating dependence on this mode of transportation, is also dependent on other infrastructures and its surrounding environment. These dependencies are more visible during the crisis and may, in addition to creating a crisis in the network itself, cause chain and cascade crises and increase the damages caused by the crisis. In this research, by examining different models of crisis management, laws and regulations and upstream documents and identifying the railway network of Yazd province and its dependencies, while finding the most important dependencies, we will present and propose a model of crisis management according to this infrastructure, and in this way, from the opinions of elites and Interviews and surveys have been used. The primary results of the research, which is the goal and basis of the design of the model, can be expressed as facilitating crisis management, maintaining the continuity of work and managing dependencies, and therefore, a suitable model has been proposed in three managerial, technical and human dimensions. Finally, the most important actions that should be taken in order to implement the model are given in the form of suggestions and implementation solutions.
