Determining the Priority of Tank Overhaul by Combining Quantitative Risk Assessment Method and Multi-Criteria Decision-Making Techniques

Abstract:
The one of most important equipments of a process unit are material storage tanks. The storage of petrochemical and process industries is often associated with continuity, high temperature, high pressure, scaling and corrosion. Therefore, it is better to keep this equipment away from threats. In some equipment, overhaul is affected by various parameters and takes a complicated process.. In a process set, each unit has a priority for major repairs. For each unit, some items play a more colorful role in the organization's risk. In case of accidents, it is possible that short-term and medium-term stops in the process will be created, which, in addition to the loss of non-production, will cause the dissatisfaction of stakeholders and damage to the organizational reputation. In this study, taking into account the risk profile of the organization and paying attention to the importance of possible damage to the organization's reputation, a consolidated model was presented to determine the priority of equipment overhaul. In this model, all selected scientific experts from the units were introduced to determine the importance of each component and weight.. Then the opinions of all units were received, quantified and weighted. Collective risk potential, individual risk potential, date of last overhaul, degree of corrosion and number of side tanks at risk were determined as critical parameters for the units to achieve a joint chapter. To calculate individual and collective risks, using the risk quantification technique (QRA) with the help of SAFTI software, and for weighting and prioritizing part of two multi-criteria decision making techniques, one is Fuzzy Hierarchy Analysis (FAHP) and the other is VIKOR technique. used. Finally, the output of the model, which was the summation of all quantitative opinions, gave us a priority in decision-making that all units reached a correlation and consensus of opinion in this regard.
