Evaluation model of the implementation of urban development policies based on urban smartness

It is very important to evaluate the implementation of urban development policies to evaluate their effectiveness and guide future policy decisions. The main goal of the current research was to design a model for evaluating the implementation of urban development policies based on urban smartness.

To achieve this purpose, a sequential mixed exploratory approach was used, in which in the qualitative stage, using the content analysis method, dimensions, components, and indicators of the model for evaluating the implementation of urban development policies based on urban smartness were counted through semi-structured interviews with 16 experts, so in this stage, three main categories, thirteen subcategories with sixty-four indicators were obtained. In the quantitative stage, structural equation modeling was used to validate the model, in which a questionnaire based on the factors counted in the qualitative stage was designed and distributed among 120 urban managers of coastal cities of Mazandaran province to evaluate the relationships between indicators and categories. The data of the quantitative stage were analyzed using Smart Pls version 3 software.

the findings obtained from two qualitative and quantitative stages showed that the model of evaluating the implementation of urban development policies based on urban smartness includes the evaluation of drivers for the implementation of the urban development policy (objectives and standards of the development policy city ​​based on smartness, resources and tools of the policy of urban development based on smartness, implementers of the policy of urban development based on smartness, implementing organization, data and information management and infrastructure and technology of the smart city), evaluation of the results of the implementation of the policy Urban development (smart urban governance, smart urban economy, smart urban transportation and smart urban partnership and cooperation) and evaluating the consequences of implementing the urban development policy (comprehensive urban development, environmental sustainability and improving the quality of life of citizens). Quantitative analyzes also confirmed the significance of the relationship between the desired indicators and components.

The results of this research can be useful for evaluating the implementation of urban development policies based on urban smartness.
