Internal, external and public movement, the basis of evaluation of governments in the eyes of Imam Khamenei

Abstract:
By examining the scientific literature in the field of public administration, it becomes clear that there is no systematic and native model for the evaluation of governments. In this regard and in order to formulate a model for the evaluation of governments, the statements of the supreme leader of the revolution in the annual meetings with the members of the government delegation, in addition to the text of the enforcement decrees, have been studied and analyzed using the method of content analysis. In this review, their descriptions and recommendations related to the government's performance have received a conceptual label, which finally resulted in 92 basic themes, 12 organizing themes and 3 inclusive themes. Based on the results of this research, governments can be examined and evaluated in three axes of internal movement, external movement and general movement. The meaning of internal movement is the set of actions and measures that refers to the administration of the government organization and is also the introduction of the external movement of the government, including "planning", "leadership", "aristocrats" and "qualities of statesmen". The meaning of external movement; It means the influence of the government outside of itself and the fulfillment of the government's missions in various fields including "security", "culture", "science", "economy", "politics" and "interactions". The general movement also refers to the role of the government in creating a foundation and guiding the participation of the public in the direction of moving towards the vision of Islamic civilization.
