Designing a Performance Model for Shiraz Urban Management Using an Interpretive Structural Approach: A Case Study of Shiraz Municipality

Abstract:

The aim of this research was to design a performance model for Shiraz urban management using an interpretive structural approach (case study: Shiraz Municipality). The research was applied in purpose and descriptive in method, conducted through a mixed qualitative and quantitative approach. Sampling in the qualitative section was based on a specialized and targeted panel, consisting of 18 participants. The statistical population in the quantitative section included managers and experts from Shiraz Municipality, selected using a non-random convenience sampling method based on Cochran's formula and Morgan's table. The research tools included a researcher-made questionnaire and a structured self-interaction form. The questionnaire's validity was confirmed by 10 sports management professors, and its reliability was verified through Cronbach's alpha test (α=0.88). To model the components, the interpretive structural modeling technique was employed. The findings identified 38 indicators categorized under organizational structure components, supervision and monitoring, management of financial and hardware resources, development of interactions and relationships, inter-organizational coordination and coherence, unity of command, coordination, development of human resources, integration, platform building, systemic perspective, and Karrahe. These components were structured across seven levels, with human resources development and Karrahe positioned at the foundational level. It can be concluded that designing and implementing mid-term and long-term strategies, along with recruiting, retaining, and empowering expert personnel in various areas of urban management, will facilitate the realization of the identified components and contribute to the development of urban management.
