Modeling the Crisis of Change Management in Implementing New Technologies: An Analytical Approach for Government Organizations Using ANP and VIKOR
The present study, titled "Modeling the Crisis of Change Management in the Implementation of Emerging Technologies: An Analytical Approach for Public Organizations Using ANP and VIKOR," examines the key factors influencing change management during the implementation of new technologies in public organizations. This research is applied in nature and follows a descriptive-analytical method. The statistical population includes senior managers and experts of a specific government organization with a purposive sample size of 35 experts. Primary data were collected through document reviews, reports, and expert opinions, and analyzed using the Analytic Network Process (ANP) for weighting criteria and the VIKOR technique for ranking them. The findings indicate that organizational leadership, employee training, organizational resistance, financial resources, and technological infrastructure are critical factors in managing change. Among these, organizational leadership, with a Q value of 0.10, ranked as the highest priority and was identified as the key to mitigating managerial crises. These results highlight that focusing on effective leadership and employee empowerment can enable more successful strategies in implementing new technologies in public organizations. This study demonstrates that hybrid multi-criteria decision-making models like ANP and VIKOR are effective tools for analyzing and prioritizing factors influencing change management, providing practical guidance for managers to enhance change processes.
