A comparative study of the planning stages of a defense university based on the process model of turning strategy into operations

Abstract:
Strategic planning and turning it into an operational plan is one of the most important issues in any organization that has a significant impact on its performance and achieving its goals. The purpose of this research is to identify the problems and challenges of planning a defense university based on the process of turning strategy into operations (Kaplan and Norton, 2004).In terms of its nature, this research is interwoven, that is, a combination of qualitative and quantitative research, and in terms of its purpose, it is a part of applied research, and in terms of its implementation method, it is a descriptive research of the survey and analytical type. At first, the main factors in the planning process were counted in six main components through library studies. Then, the calculated components were confirmed and validated by expert professors. Then, based on the dimensions of the research, a structured questionnaire was prepared and distributed among the experts after checking the validity and reliability. The statistical population of the research consists of scientific and experimental experts. The extracted data were analyzed using statistical software and the state of the planning process was analyzed.The findings of the research show that there is a connection between the mid-term plan and the annual plans of the university, but it is associated with weaknesses and problems. Based on the values of t-statistic and Pearson correlation coefficient, the problems were classified based on the importance coefficient and the solutions to solve them were determined.
