Analyzing the administrative challenges of using knowledge-based companies in comprehensive cadaster

Abstract:
In line with the protection of property rights, it is necessary to issue documents based on the demarcation of the entire country. In our country, the implementation of comprehensive demarcation has not been successful. Recently, knowledge-based companies have announced that with telecommunication technology, they are able to fully implement the aforementioned plan in a short period of time and at a relatively low cost, and their ability has been confirmed by the National Mapping Organization. This research was conducted in an analytical-descriptive method and its purpose is to investigate the administrative challenges of using knowledge-based companies in the mentioned direction. It was concluded that the non-compliance of the military and security organizations with the approvals of the government board and the difference in the classification of the geographical information of military places, the difference in the issuing authority for the installation of "BTS" in Anfal and the emphasis of the judiciary on the sovereignty of the demarcation; It is among the administrative challenges of this field. In order to resolve these issues without the need to change the relevant laws, it is possible to interpret these laws by the Islamic Council and prepare the executive regulations for the transfer of cadastre to the private sector, which is possible with the coordination between the heads of the three powers and in consultation with the Supreme Leader. The entry of knowledge-based companies into this field.
