The increasingly development of human science and improvement of biomedical technology and growth of physicians abilities in diagnoses and treatment of diseases of all kind, have been accompany with many challenging issues especially in respect of ethical problems. Deep and accurate knowledge of these problems bring medical ethics as a new solution in comprehensive health system, to attention of most physicians and scholars of different fields particularly the ethicists.In spite of development of medical technology, there are still some concerns about physician's power in decisions making that directly affect the health and life of individuals. These concerns have cause appearance of movements that support patient's rights and the right of society in respect of participating in medical decisions making.Also must be mentioned some occasions that have effect on policy making of comprehensive health system, for instance: with development of technology the required resources would changed, population particularly population of elderly are growing, also the required time for entering into labor market have risen. Thereby more people are waiting to exploit from the resources, and less people are involved in production of resources. Therefore studying of important matters such as, needs of human society, ethical consideration in biotechnology and medical research, allocation of limited and immense resources, important ethical criteria in decisions making and representing fundamental solutions and teaching of medical ethics are essential necessities that must considering in the comprehensive health system.
