An Investigation on the Rural ICT- Based Development in Sistan and Baluchestan Province
The emergence of the network society and information age is the onset of overall changes in different facets of the nowadays human life. The main element of the social actors and cognitive knowledge of new conditions is based on a concentrated image in which Information and Communication Technology (ICT) is in the center. The present importance of these technologies may be as much as the energy sources in the past industrial revolution. If energy production and distribution was the building block of the industrial society, producing and conveying of information would be the building block element of informational society. However, the emergence of information age is accompanied with a phenomenon which is called ‘digital gap’, and the rural areas are one of the most significant sectors of social system which suffer from these phenomenon more than urban areas. Regarding the significance of this issue, the present study aims to investigate the fields of ICT- based rural development concerning triple dimensions (structure, context, and content) in Sistan and Baluchestan Province. The applied method in this study is descriptive- measuring, and the data collection has been via questionnaire. The findings indicate that the fields of ICT- based rural development have not been provided in the investigated areas. At the end, regarding the findings, some suggestions have been presented in order to have ICI- based rural development.
