    As the IRI's system, founded by Imam Khomeini (r.a.), rets on the Islamic religion, it is necessary to attend culture, mainly composed of jurisprudence and epistemology, in all dimensions of the former. In the meantime, security and counterintelligence agencies are a part of the Islamic system. Accordingly, this study on the other side, it seeks to deal with the position of the Islamic jurisprudence in the counterintelligence agencies in regards with the view of Imam Khomeini (r.a.) and that of Imam Khamenei (p.h.). Doing so, it defines the intelligence jurisprudence and reviews the vacuums and shortages in interview with the experts and by studying documents upon clinical approach. In the same vein, it considers the consequence of sins and the related impacts on the misperception of human and introduces the care, a necessity, as the principal foundation of morality. In the following, the belief in extraordinary proffers the divine law as the epistemological precept and the issue of protecting the system, the precedence of secondary rules, preferring the more important over important, compliance with necessities and avoiding deception as the significant jurisprudential precepts in the intelligence jurisprudence.

    In today's knowledge-based economy, managing the intellectual capital of organization plays a vital role in value creation. Proper management of this capital is needed in measuring them. Despite some current general models for measuring intellectual capital, there has not been any model to measure the intellectual capital of technology-based organizations to the date of the study. Therefore, in this study, a conceptual model is proposed by literature review and some elite interviews as well as expertise, dimensions and key components of intellectual capital tech organizations by the help of recognizing the relationship between these dimensions and components. Then, the model was tested by an expertise questionnaire and with the comments of 40 experts. The results of Mean and Binomial tests indicate that the model has a good fitness with the reality and covers the opinion of the experts. According to the field of study, it can be inferred that intellectual capital in technology-based organizations is consisted of three capital namely human, structure and social; The results show that there are eight dimensions and 22 components for the capitals. The proposed model of the article could be used as a base for measuring intellectual capital in technology-based organizations.

    Major policies in electricity should be in line with major and strategic goals and be based upon thought and announced policies by The Supreme Leader and the Constitutional Law to have more efficiency and national support. Present research objectives considering its type are mixed, by purpose are applicable, by methodology are combinatorial and by description are analytical and has theoretical base. To this end, by taking tokens in library, analyzed conceptions related to electrical industry major strategies and policies achieved and then based on these conceptions by using open source conceptions and spinal issues related to Imam Khamenei’s declarations and policies announced by The Supreme Leader from Bahman 1357 to Bahman 1392 are extracted. After that the conception sand spinal issues are compared with Constitutional Law approach. Issues which were homogenous with Islamic values are added to other conceptions which were extracted before. Then to choose final electrical industry policies and strategies by open and closed interviewing four experts in electrical industry by technique of snow ball to theoretical saturation, electrical industry policies and strategies are chosen. Our findings show that these policies contain seven approaches including: just full, stable knowledge-based development, public participation, efficiency and applicability, restructuring, independence and release from dependence and finally strategic management which include 33 aspects and 123 elements.

    With the rapid development and explosion of information and communication technology, all aspects of human life, including ethical and legal challenges of its subject and a new kind of communication and interaction among people in cyberspace, is formed. Aside from all the positive aspects and benefits of this technology, what is morally obvious moral decadence in the information age? This new technology makes it easy to access to pornography, cyber theft, spying, invasion of privacy and intellectual property, and the decline of human dignity has been violated. The complexity and ambiguity of the legal issues arising from the impact of this technology is that if not controlled, serious threat to global security and order. In this paper we investigate the ethical and legal schools, the relationship between them in the face of cyberspace and its associated factors provide a conceptual model is checked. The aim of the research is applied and the method of data collection and analytical-survey. Smart PLS regression model using the software and cyberspace indices in both ethics and law, to regulate cyberspace are evaluated and compared. Education and awareness campaigns on the risks and threats, promoting moral and religious concepts in cyberspace, developing ethical and legal attachments to new technology, including cyber-based solution would be to move towards ethics and the rule of law.

    With respect to the impact of the health system in the lives of veterans, the purpose of this research was to improve veterans' health. Research aimed at improving the health of veterans. This research implemented in response to a question, what is the pattern of the veterans' health system to promote health? The study population consisted of 600 experts in the field of health policy and management in the health sector and armed forces veterans. The sample size was determined using Cochran formula 234 and 247 people participated. For the explanation of items and scales the library method was used, and according to the relative distance of the measured variables t-test was conducted using (SPSS) software. On the question of research, Statistical analysis shows, the status quoin the policy, custodian, sub-systems, strategies, innovation and evaluation of the health system is undesirable. Statistical analysis due to the significant scale tests and items reflect the status quo is unacceptable. According to the t-test and scale material, Veterans health system model was explained that the focus of the President's policy. The role of the Ministry of Health and Medical Education trustee was stressed. Subsystem of research should be created. Health and nutrition strategy will be strengthened. Electronic health services should be used. Innovation indicators used to assess the success of the health system.

    Undoubtedly, the route to draw up and complete the international Law, one of the overriding human achievements in the material life, is a process which has been met in many years in regards with the principle of national sovereignty and inherent jurisdiction as the will symbol and the best power. However, nowadays countries face strains and political, administrative, economic, cultural and … challenges in the domain of their own foreign affairs of which some pave the way to enter small or large-scale conflicts and challenges and turn into security threats in various fields. This domain rises linearly, deeply and sometimes crossly in political, cultural, economic, military and … frames. The present study is to answer the questions that what crimes the international court of justice examines and how one may sue a complaint in it? What effects does this court have on the security of countries and what are the consequences to join or not to join this international institution and what are the actions, reactions and concerns of different countries in terms of how to accept and implement international law regulations.
