    The Human Rights Council (HRC) is one of the sub-bodies of the UN General Assembly, whose duty is to point out human rights violation cases and promote the accountability of states in this regard. The UPR is the most important monitoring tools of the HRC with the aim of monitoring, promotion and protection of human rights in all states and based on dialogue and cooperation, and is based on reliable and targeted information and equal treatment of all states. With the use of this mechanism and based on an organized program, the commitment of all countries of the world be reviewed and assessed. Now to what level this process has been able to affect the accountability levels of Saudi Arabia is not something that can be clearly answered in the first place. With a review of Saudi Arabia’s performance between the first and second rounds its UPR, the accountability levels of this country towards human rights bodies of the UN can be studied. For this purpose a review of the commitment levels of this country on the basis of its accepted recommendations in the first and second round of the UPR has been scrutinized in this article. With attention to conducted researches it seems that the promotion of human rights and increasing Saudi Arabia’s accountability to human rights mechanisms, further than standardization, the international community needs to guarantee the implementation and make Saudi Arabia to be accountable in observation of human rights principles, and to show commitment level, can increase the speculation of the tool usage of these mechanisms for the purpose of the presentation of the unreal human rights picture. The establishment of universal mechanisms for the protection of human rights, overall, must deemed as a positive step and hope that what is called the “Universal Periodic Review”, can be seen as the accountability of states to international bodies.

    The major factors of insecurity in the East, away from the security of geopolitical area were because of the formation of political management in the nineteenth century colonial style. The security factor in the vast region of the East that encompasses at least three countries of Iran and Afghanistan and Pakistan is very important and highly effective. It reached its peak colonial Anglo-Russian rivalry in Central and South Asia in the nineteenth century: competition in the political literature - the geographical West "great game" is named. The story of relentless competition in the era of colonial geopolitical domination over the world has to create Afghanistan and the formation of the Central Asian countries in eastern and north-eastern territories of the Federation of Iran (former monarchical regime) are divided Iran and the emergence of tribal areas between different countries and geographical boundaries - between the country's current political ".

    Almost two decades since conflict broke out between Republic of Azerbaijan and Armenia, two northern neighbors of Iran, in Nagorno – Karabakh region. Although military conflict in this region has minimized with the existing ceasefire, and reaching a sustainable agreement is likely to be happened by the two parties. Close regional and international cooperation seems necessary more than ever in order to reduce conflict in Nagorno – Karabakh region. The main objective of this study is to give a thorough presentation of the regional and international cooperation in order to reduce Nagorno – Karabakh regional issues and hazards.
    Hereunder does researcher raise the main question: “To what extent regional and international cooperation is effective in reducing Nagorno – Karabakh conflict?” The hypothesis of the present study is that the interrelated nature of security in international system and Caucasus region causes convergence among neighboring countries to reduce conflict in Caucasus and Nagorno – Karabakh regions. Taking advantage of analytic – descriptive method and benefiting from reliable and authentic sources, it can be concluded that the interdependence of threat will lead to the increased mutual costs in this study. This issue will cause formation of convergence in Caucasus region, so that it will lead to the reduced conflict and tension in Nagorno – Karabakh region.

    Investigation and thinking on concepts such as knowledge, power and legitimacy is considered one of the most important subjects in this study.Till now, the concepts of knowledge and power by using Foucault's discourse on Ghazali political thought, have not studied by researchers And this is may be one of the innovations of this research. Of course, in this article we will act descriptive – analytical method and using Foucault's discourse concepts. So, Due to the position of each of these concepts in Islamic thought, Assessment the position of power, knowledge and legitimacy in the Ghazali political thought will be analyzed. The results that obtained during this study, investigate the position of knowledge, power and legitimacy in the political structure of Ghazali government. In Ghazali political thought, the concept of knowledge have the superior position in structure and form of his government and in this structure, Knowledge is in the service of the government and power; That this claim within the Ghazali intellectual framework observed for defining Esteslahy policy, But since Ghazali knows the greatness of caliph as a factor for the homage, formation and survival of the government and believes A special place for the ruler and king for community administration, In practice, says the primacy of power over knowledge so, getting out the legitimacy of power.

    21th century has been named as Participation century. Therefore, the future complicated world will request in empowering the people and their active Participation in all arena. According to this fact, the world will be able to pass the future complications just via the Participation of Active people. Among then, the Participation expansion in passing societies, which had less activities in Participation arena, because of political and historical reasons, is unavoidable.
    By the aim of deeper recognition from the Participation, different categorizations have been presented which among the we can point to economic, political, cultural and social Participation. If we know the political Participation as a political manner, we can use the political Participation as a behavioral meaning, which can effect on governmental results. The Participation is as an inevitable necessity of social life and is including two elements: 1- The cooperator 2- Participation subject (the subject and arena, which the person cooperates).
    The connection factor of these two elements, are motivation and the aim, which encourage the cooperator to attend in an arena. In another word, the motivations are the reasons to cooperate the persons and in another hand, we should know the Participation based on aim or aims, which their nonexistence cons, remove the Participation.

    The global spread of poverty among the Muslim people of Yemen and create a lot of destruction in its various infrastructures the country. Strategic and geopolitical demands numerous intervention in the affairs of the country and secondly because it requires analysis and forecasting possible scenarios in the political destiny of the Yemeni people.
