Cities are characterized by their population density as the main enemy’s goal for insecurity in the country. Therefore, large-scale planning in the field of passive defense and the construction of public shelters in order to preserve the lives of citizens as the most important assets of a country, is one of the most fundamental factors in reducing vulnerability to human and natural crises. In Iran, adequate attention has not been paid to shelters as the main factor in protecting people from threats and dangers, and it is highly felt that there is a need for comprehensive planning and adopting full regulations in this regard.
