    The south East Asian countries which are neighbors of china are in the way of development. Regarding this progress china could have its impacts in these countries. The power of china in the economic area made a new order in international relation in which we could not deny the role of china for international politics. The competition of china and US in the south east of Asia is an important issue in which this paper will analyze. We are going to answer some questions like: What is the role of china in this region? The competition of China and US will lead the balance of power to order or not? And finally how China could be useful for the stability of south East Asia?

    After the end of cold war era it is not possible to have new Cuba in Latin America. Meanwhile we see some new left countries in this region like Venezuela, Nicaragua, and Bolivia. This article attempt to analyze the role of this countries in this region vis a vis US policies. Latin American countries have some problems like Drugs transportation, immigration and etc., The US foreign policy toward this new countries and the role of US will be verified in this article. This is clear that US policies had not a successful output for this region.

    China has an important role in international relations. The role of china comes from its power in United Nations Security Council, economic exportation and its populations. Meanwhile china is far in production of theory in international relations. This article analyzes the role of china in the production of theory in international relations. An historical approach to the subject shows that ideology, militarism, agruculturalism and economic was the main priorities of china. But in contrast of this ideas China had not any theory in international relations.

    Today, the existence of different cultures and sub cultures in the Europe continent and cultural, languages and racial diversity, as a distinct indicator of European Union member states, has been turned to the main challenge in the way of European integration and the single Europe.Additionally, alongside with the extension of European Union to the east and joining of the Balkan countries to it, the mentioned challenge has been doubled. So this has made it necessary for the policy makers, to careful consideration in the drawing perspective document of the Cultural Europe.The present article is seeking to firstly, consider the different stages of making cultural policy in the Institutional - Organizational Structure of European Union and related agenda, second examine its impact on the achieving to the integration and third, review the European high official’s trend to the cultural issues.In this article also, the impact of European integration on the cultural policies of the member states and the performance of European parliament, European Commission, European Council and Council of ministries, in the era of cultural policy making will be assessed.
