A theoretical analysis of organizing and managing the general public in crisis

Crisis ruins the existing order and leads to disorder in system, therefore necessitate different style of organizing; so the theories of organizing that are developed for routine condition couldn’t be effective in crisis. Organizing in crisis requires flexibility, high potential for speed reaction, resource efficiency and continuous interaction with unanticipated condition. This organization must adapt with in use technology, humane recourse condition, resource scarcity and time pressure in order to control the crisis conditions. It is expected to document the experiences of crisis management to develop a learning organization. Hence the containment organization for managing a crisis, should be learning, flexible, and quickly; and get self-diminishing trait in routine condition.
