Nature of Transferring Guidelines of Administration System Developments in Iran: An Exploratory Mixed-method Research

Abstract:
Since the formation of the Islamic Republic in Iran many developments have been made in the Iranian administration system. But some parts of such developments are imitative. In other words, the developmental guidelines of other states have been transferred to Iran. This study was an attempt to first theorize the process of transfer. Second, it tried to quantitatively investigate the relationship among the pertinent elements. In fact the study was conduced to design a method as to elaboration of the nature of transferring such guidelines both qualitatively and quantitatively acting complementarily. The findings revealed that the current administration development guidelines in Iran are the product of transfer processes from the developed countries which sometimes have resulted in homogeneity, learning and sometimes in imitation and finally learning.
