Police Emergencies Centers Positioning to Optimize Time Coverage and Consideration of Travel Time Related to Service Providing Time

One of the most important factors in police emergencies centers providing service is the time period reaching the accident scene. The deployment spots of these centers are among factors influencing the time interval for reaching these spots. Time travels can be different. In fact time travel at accident scene depends on the time of accident occurrence. Furthermore in coverage of accident centers affiliated to police emergency center, the condition of time coverage relativity can also exist. It means that by trespassing the average set time for reaching the accidents scenes, other spots can relatively be under the coverage. In this article the mixed zero and one planning model is designed for these conditions. Also bender’s analysis algorithm and forbidden research are introduced for this problem. The results show the very good performance of forbidden research algorithm in comparison to bender’s analysis algorithm and traditional branch-and-bound algorithm.
