Iranian Constitutional Revolution and Modern Urban Management in Anzali (1906- 1908)

Abstract:
The Iranian Constitutional Revolution paved the ground for city dwellers to gain first-hand experience in urban management. Anjoman-e Baladiyeh or city council was formed by representatives of different neighborhoods. It was responsible for all urban affairs under Nezamnamey-e Baladi or urban charter. As one of the first cities in the country to follow constitutional guidelines, Anzali replaced its Anjoman-e Velayati (regional council) with Anjoman-e Baladiyeh which managed to declare the price of goods, clean the streets and alleys, and establish schools against all odds. This research was inspired by a precious document recording the council’s request for French instructors to teach at Muhammadiyeh School of Anzali. It seeks to shed some light on the academic endeavors of its members and investigate its formation background as well as activities.
