Interactions and Counteractions between the 13th Majlis of Iran and Qavam's Administration (August 1942- February 1943)

Abstract:
The 13th Majlis elections were held in the last days of Reza Shah’s rule. While having won the seats with the help of the king and court, legislators took advantage of the new situations and refused to be as submissive as expected.Therefore, the 13th Majlis gradually gained more power and played a more significant role in the Iranian political arena. Muhammad Ali Foroughi, Ali Soheili, and Ahmad Qavam were among those who managed to win vote of confidence from the 13th Majlis.After Foroughi’s and Soheili’s administrations failed to tackle the problems plaguing Iran, Qavam took the reins of the country. During his term of office, Qavam’s administration and the Majlis sometimes cooperate and sometimes collided with each other. For instance, the 13th Majlis passed the foreign advisors bill but opposed Qavam’ administration’s request for carte blanche.This paper attempts to study the interactions and counteractions between the 13th Majlis of Iran and Qavam’s administration to answer the question as to whether they had any impact on the resolution of problems or not.
