Comparative study on penal policy of fourteen countries about pardon and mitigation of illegal drug offences
Abstract:
This paper tries to examine the pardon and mitigation of punishment in drug related crimes. There are some circumstances which constitute the penal policy of any countries about Illegal drug offences. For instance, the number of illegal drug offences, using these crimes as means to prepare financial costs for criminal organization and perpetration of other crimes in consequence of drug abuse are circumstances to use an aggravated penal policy. Pardon and mitigation of punishment plays an important role in penal policy. Countries which have challenges with illegal drug crimes, tries to use a particular provisions to pardon or mitigate the punishment of these crimes. These provisions usually are an aggravated approach. Countries which don not have main problem whit illegal drug offences have general provisions to pardon or mitigate the punishments of these crimes.
