Abstract:
Analyzing ground setting civilization strategically, is considered an important necessity; because in this approach, considering the strategic frameworks and bases - especially the necessities and tools of achieving the set goals, knowing the context and having a clear image of future- we can clarify corresponding strategies to political, financial, cultural and management areas. Of course in the first look, using the two words, strategy and management, in the phrase management strategies may seem questionable; because implementing of the strategy is in fact a management activity. Hence, in this writing in order to bring forth the subject, instead of strategy making and management strategies, we have mentioned the item of workforce among other basic items of management. In order to evaluate and design a conceptual model of workforce, using the newest methods of decision making, we are inspired by soft decision making methods. In doing so, considering the workforce in a future-based and civilization building outlook and based on the logic of Soft Systems Methodology, a basic conceptual model is brought forth.
