Exploring Factors Influencing the Elites Participation in Formulation of Islamic-Iranian Model of Progress

In order to achieve success in development and implementation of Islamic-Iranian model of progress as a national project after the constitution, which is the highest guiding document, we require participation of all sections, particularly the elites of society, since they are considered as innovators and drivers of major developments and changes. This study deals with identifications of factors influencing the elites’ participation in formulation of f Islamic-Iranian model of progress. Data study includes interviews with professors from different scientific groups that have worked on the subject of Islamic-Iranian model of progress. By applying grounded theory, data analyzed and the final theory presented. In this study, 623 initial codes found in 9 main categories and their causal relationships were identified. Based on findings, factors influencing participation of the elites divide into three general categories: (a) contextual factors, including the creation of legal framework to encourage the elites to cooperate with Center for Islamic-Iranian model of progress, strengthening national culture to encourage participation in society, and reform of political-social behavior at national level; (b) structural factors include planning of center for Islamic-Iranian model of progress, coordinating programs and the universities decisions to push the elites to the center of pattern, coordinating programs and decisions of seminaries to push the elites to the center of pattern, and backing of authorities and executive bodies from goals of the central pattern; (c) behavioral factors include planning to improve individual characteristics of the elites, and correction of their perceptions and attitudes.
