Cultural policy making paradigm in the Holy Koran

The category of culture is a far-reaching subject that has been investigated in various scientific disciplines. Cultural policy making is in fact a long term strategic planning which is inspired by the society values and ideals and navigates the midterm and long term planning. This research which is based on an analytical-descriptive methodology aimed to explain cultural policy making paradigm based on the holy Koran and to present appropriate proposed guidelines on the subject of the cultural policy making. In this research, the theoretical basics and cultural policy making principles and its methods were explained based on the Koran's verses. The main and direct source for collecting the data was the holy Koran which is the most valid and flawless text available to mankind. In this research, most verses relating to Prophet Moses (Peace be upon him) and the Israel's Household by the time of that prophet were investigated. According to the research findings, the end of the Islamic system was to create a human and an Islamic society in order to promote man to happiness in this world and the Hereafter. Fighting materialism and nondivine values, independence and freedom, moderation and avoiding going to extremes, inspiring hope and illustrating a clear future were the most important cultural policy making principles of Moses (Peace be upon him). A decisive fight against deviant processes, invitation to unity and forbidding from schism, admonition , reforming the top of the government and direct interaction with people were among the most important cultural policy making procedures by Moses (Peace be upon him).
