Abundance of parameters in this trend requires more precision and experiments so locating a needed position are a long-term decision making. In this, many priorities can affect the procedure such as politics, economy, safety or environmental features. Against the obvious and clear instructions of Islam about vulnerable people and the poor, they and their economic growth are often not considered as a policy of decision making because most of the policies are based on earning much more financial benefits. Suitable locating of the fuel supplies not only is not a troublesome to the other economic activities but also is a means of economic growth in the near future of the poor.
