Abstract:
Meritocracy or "Emtiyaze Fazli" in the political treatises of Qajar era (Case study political treatises in the Naserddin shah Qajar era).
In the some of political treatises on Naserddin shah Qajar era we found an Idiomatic that called "Emtiyaze Fazli" that Equal to concept of meritocracy.
Merit associated with the current process of rationalization and secularization by the communities placed at the service of development. Social division of labor and specialization is necessary to meritocracy.
The main problem of this study is to explain the meaning and scope of that term. For this purpose, we use the analytical method to explain the subject. The data collection was performed according to the method for libraries. The main hypothesis is that the authors of are relative familiarity with the concept of meritocracy.
The results indicate that the political treatises have provided explanations about the concept of meritocracy and its needs and results. The most important barriers of meritocracy at that age were: Lack of rationality, Lack of social division of labor, Lack of secularization, being of tribal system and the Simple building Iranian society on that age.
