In this research, we try to Presenting a measurement model of development barriers of Iran women's volleyball at the macro, middle and micro levels. This study is descriptive and survey research. statistical population of this study included all players, referees and coaches (104) in the thirteenth period of Women's Volleyball League. Measuring instrument of this research, is the development Obstacles questionnaire (Eftekhari, 1393), which developed with structured interviews by referees, players and coaches of national team And adjust and change some items, that After confirming its validity and reliability, distributed between samples. Finally, to analyze the showed that, at the macro level, "cultural" Component with (0/79) factor loading research data, Descriptive statistic, and factor analysis was used. And to provide a measurement model, SPSS 22 and AMOS 21 software was used. Findings and in the Mid-level, "talent" Component with the (0/90) factor loading, and at the micro level "Poor attitude towards sports activities» with Load factoring (0/78) are main obstacles for women's volleyball developing. Identify the most important Barriers in women's volleyball championship development, Is the essential step towards the sport development and promotion. Therefore, Volleyball Authorities Should due to the obstacles identified in women’s volleyball, with Using a comprehensive strategy and general program, try to minimize them.
