Second Housings of citizenship in villages and temporary residence in hazard time base of passive defense (Case study: Tehran city base of rural second housing)
Temporary accommodation of people that vulnerable from hazard is a important challenge for urban and rural planning. It is important that some urban citizens are immigrant and there they have home in villages. Every year, natural hazards cause extensive damage, especially in developing countries. Available evidence also indicates a steady increase in all kinds of natural disasters. From the 1970s onwards, the number of people affected (from 700 million in 1970 to 2 billion in 1990) has increased. Iran through a set of human and environmental characteristics, has suffered many crises and natural disasters are among the most vulnerable countries. The idea used in this study to evaluate to what extent it is possible that this second home can be used as places for resettlement in crisis? In this regard, the question of this study is that what is the strengths, weaknesses, opportunities and threats to resettle in second homes in villages in times of crisis?
Investigative
The research was descriptive-analytic study was conducted on the basis of SWOT model. The data collected through a questionnaire that was developed on a Likert format. In this way, the researchers first asked to identify such variables then the other group were asked to determine the weight of each. Next to each item on a Likert scale from strongly agree to strongly disagree were answered and finally the weights were calculated and were ranked on a priority basis. The weighted average applied were compared on the basis of that strategy were developed. The number of respondents 14 experts from the fields of geography and social sciences respectively. The sample size has been the basis for reaching a saturation point. There are different weaknesses such as lack of cooperation between indigenous peoples and the lack of infrastructure facilities.

There are various opportunities for assistance to develop rural infrastructure and investment in rural areas and development of rural areas by increasing the volume of passengers to be mentioned. As varied threats of accidents on the roads leading to the villages, social conflict and public discontent with inequality and lack of social justice issues that threaten the idea.
After weighing four strengths, weaknesses, opportunities and threats indicate that weakness is strength and be able to function there got the idea. The rating is also more opportunities than threats. The more aggressive strategies in four areas (such as working with the government and other provinces and training local people), diversity (such as education and cooperation with law enforcement and other provinces to get help and assistance), Reload (to create a database of crisis development of infrastructure and roads) and defensive (make camp for the affected passengers home without investment and the rules for the development of infrastructure), including the proposed strategies.
