Identifying the Decision-Making Criteria for Outsourcing Police Training Activities Using Fuzzy Delphi Method
The changing nature of police work in the 21st century is concerned as an effective factor on their education. Attention to changing and creating its proper context can be taken as a priority in the university activities. Thus, taking the advantage of modern management methods, including outsourcing can be effective.
In terms of its objectives this study is of an applied research type and in terms of research strategy it is a mixed-method study. Fuzzy Delphi method was employed in this study. The statistical population included I.R.I Police training deputies and Amin Police University faculty members (N=13). The study showed that among the 7 components and 50 criteria, which were put to vote through fuzzy Delphi method, only 4 components and 16 criteria were confirmed as decision-making criteria for the selection of police training activities for outsourcing. The technology component with a D-fuzzy average of .76 and taking the advantage of skilled human resources in the effective use of existing technology in educational activities, with a D-fuzzy average of .82 have the highest priority to taking decisions on the identification of police training activities for outsourcing.
