What are the aims of managers in developing digital libraries?

Abstract:
The aim of this study is to identify the goals of governmental organizations in developing digital libraries. The used methodology is Grounded theory. This study used three step systematic method of the mentioned research method. Interview with 11 digital library manager help us to collect data. The collected data filtered by coding steps and demonstrated by Paradigm model. Results showed that settling user’s information needs, usage of digital library technology capability, presenting simple access to information resources and productivity promotion are the main purposes of developing digital libraries in governmental organizations. Also paradigm model showed that terms of intervention in developing digital libraries are research and education system, economic issues, and organizational limitations. Also underlying conditions are mechanism of organizations’ culture promotion. Outcomes are resolving user’s information needs, promoting user satisfaction, audience engagement, competition with search engines and big databases, information economy, cultural, societal and economic development, and organizational Excellence.
