The evaluation and ranking of educational justice of disabled people across the countrie's provinces using the promethee model

The present survey has been conducted to detect and analyze educational inequality of exceptional students in rural ereas of our country’s provinces and to see what position or place these students have in education system. It would be taken for granted that educational planning would have a great impact on their progress and improvement. Therefore, in this research we have tried to detect and analyze educational inequality of exceptional students in rural ereas of our country by using 21 criteria which are divided into two parts: education system input criteria and education system output criteria (functional). To this end, the Promethee model which is one of the multi-criterion decision making method has been used. Using this model, we have attempted to choose functions, coupled scales and priority determination on the respective indicators. In order to evaluate the respective indicators, we have weighed them by using Entropy method. In the next stage, the obtained rankings were matched with the exceptional students. The results show that the provinces rankings with regard to the exceptional students’ status is as follow: Yazd, Tehran and Alborz are among the top ranks and Hormozgan, Sistan and Balouchestan and southern Khorasan are among the low ranks. However, the highest rate of exceptional literates is in Alborz, Semnan, Isfahan and Tehran.
