Solving the problem of Vehicle Routing and Location with Travel Risk Parameters Using Goal Programming

Municipal operations incur a lot of cost to spend on collecting, transporting, clearing, recycling and dumping landfills without planning and managing them. This paper attempts to plan and design a waste management system via a mixed integer goal programming model for location-routing, in which, in addition to taking into account the above elements, hazardous-waste management problem at three levels of clearing, recycling and burial facilities is considered. The proposed model has the ability to deploy clearing facilities with compatible technology, recycling centers, landfills centers and routing strategies for each of the levels. The model has two objectives of minimizing total cost and minimizing the risk of the transportation route. The proposed model is solved by a network of 92 locations using goal programming. These results are provided in this paper.
