Identification and Prioritization of Effective Factors on the Performance Evaluation of the Knowledge Management System (Case Study: A Defense University)

Abstract:
Mobility of Organizations for learning organizations is a rapidly changing challenge of progress in a dynamic environment. Knowledge management encourages the interchange of knowledge and creativity and thus leads to optimization of performance and productivity in intellectual capital. In this paper, in regard to attaining the research goal, i.e. explaining the framework for assessing the performance of the knowledge management system, the subject literature was reviewed and the initial framework for the study was introduced. In order to validate the initial framework, the Delphi time method and to calculate the significance of the criteria, the Fuzzy Analytical Hierarchy Process (AHP) techniques were employed. In this regard, the views of 30 experts and specialists in the field of knowledge management at a military university were used. The findings of the research showed that the index of "knowledge and real application of knowledge in the organization" with a weight of 0.400 from the expert's point of view received the highest importance. Indicators of "appropriate organizational infrastructure for knowledge management", "the existence of a culture of creativity and knowledge interactions," "improving the quality and efficiency of the organization" and "stakeholder's satisfaction from the system" were ranked in the following prioritization, respectively. The results showed that in evaluating the performance of the knowledge management system, indicators and criteria such as the actual application of knowledge in the organization, the existence of the phenomenon of learning and the culture of knowledge interactions among employees, investigating the existence of an IT system and the safe and appropriate infrastructure with higher accuracy was examined. Designing and building a knowledge map by considering and identifying different areas of defense knowledge in the organization, mapping and saving knowledge of employees in accordance with the knowledge map, identifying and providing a list of organizational experts in different fields, along with their communication channels, sharing knowledge in organizations military helps.
