Developing the Effective Management Strategies for Novice Managers at Public Sector Organizations in Iran

Due to the high rate of change in the level of public managers that Leading to the emergence of a significant number of new managers in this sector, a model to guide managers in the complex field of public administration is necessary. Meanwhile, due to lack of local studies in this area, the researchers went on to enjoying the experience of effective public managers to develop a model that First, it is based on actual data, And the second, was Arising from the management of the public sector in Iran. Accordingly, and with the knowledge that qualitative methods, In particular, the method of Grounded theory can be useful in this area,Was decided to be carried out semi-structured interviews with effective public managers be done(total n = 25). The key question in this study was: Novice managers how can become effective managers? After analyzing the data (Using software Nvivo8), it was found that Novice managers to become effective managers, four strategies to consider include: Self-management strategies, Task management strategies, Strategies for managing people and environment-related strategies.
