Designing a Model for the Institutionalization of Values Based on the Statements by the Supreme Leader

Abstract:
Background and objectives

Institutionalization is a process through which actions are repeated in society and take on common sense from individuals. This concept has been repeatedly raised in recent years by the Supreme Leader. Looking at the summary of his statements, we find that, from his point of view, institutionalization is regarded as a starting point for the transformation and accomplishment of great movements in society. Therefore, addressing the semantics of institutionalization and understanding its different dimensions from the point of view of the Supreme Leader about values ​​can be a good way to understand how institutionalization of values ​​and the use of its consequences and results for officials and executives of the country..

Methodology

This research, reviewing library documents, summarizes the statements of the Supreme Leader and, using the method of theme analysis, extracts the themes and concepts surrounding the institutionalization of values, and ultimately, with a conceptual model, has introduced the institutionalization of values from the point of view of the Supreme Leader.
Findings and

results

The model of institutionalization of values ​​extracted from the statements of the Supreme Leader is presented in four levels: 1. The institutionalizing factors (officials, elites, Friday prayers and eulogists, broadcast and public media, and student associations); 2. Institutionalization policies and approaches (sustainability and continuity in institutionalization, generic public engagement, avoidance of parallel actions, use of thought, language and practice, abundant research, pursuit of ideals, and repetition with explanation); 3. Institutionalization processes and strategies (mental readiness of people, rational and scholarly explanation, promotion among elites, the need for planning and promotion); 4. The implications and consequences of institutionalization (the movement of officials and government centers to the will of the people, guiding the thoughts of the society, establishing a specific way of thought, creating a movement in the community, and calling on the authorities and forcing the authorities to fulfill demands, operationalization and streamlining the demands, facilitating and progressing the tasks, resolving the problems of the country).
