Effects of Managing Factors on Implementation of Neighborhoods Security Plan

Logical logic of community-based society is the mutual trust between the police and the people and participation with empathy and observance of norms and social values. The neighborhood-based security program, which began in Tehran in 1391, was in line with the community of police. The purpose of this study was to investigate effective management factors on the successful implementation of neighborhood-centered security schemes. This research was applied and descriptive one which utilized a survey methodology. The statistical population consisted of employees of Fifth division of Tehran Police Department, who were selected by stratified sampling method. 196 employees were selected. The data gathering tool was a researcher-made questionnaire. Validity of the questionnaire was confirmed through content validity and its reliability was confirmed by calculating the Cronbach's alpha coefficient (94%). T-student, Friedman and K-square tests were used to analyze the data. Statistical analysis of collected data showed that "staff training" (T = 30/18), "supervision and control" (T = 25/72), "general education" (T = 30/50), and “participation with state and local institutions "( t= 20.02), positively and significantly affect the implementation of the neighborhood-based security plan among citizens. According to the results of this research, the highest rank was "training appropriate encounter with citizens on the basis of ethics and Islamic standards" and the lowest rank was "training job description job to employees in the area of ​​neighborhood security".
