Developing an Evaluation Model for Police Agencies Based on a Public Value-oriented Healthy Administration System

Abstract:
Background and Objectives
Administrative health is one of the key issues of general value education, which means the impact of human capital on the creation of public value in Islamic administrative systems. The purpose of this study is to develop a model for assessing law enforcement agencies based on the dimensions of the administrative health system based on the creation of public value.
Methodology
This research is applied one which utilized a descriptive-quantitative approach. The statistical population consisted of those who referred to Guilan Provincial Offices in which 100 people were selected through available sampling. The instrument used is a researcher made questionnaire. Collected data were analyzed using Fuzzy Analytical Hierarchy Analysis and Gray Relationship Analysis.
Findings
After reviewing the initial validity, six factors in the form of a Likert scale based on a Likert scale questionnaire were used to assess the construct validity and reliability. Finally, validity (0.79) and structural reliability (0.821) were confirmed. Then, the fuzzy significance of each dimension was measured using fuzzy hierarchical analysis method. Finally, using Gray Relationship Analysis, agencies based on administrative health dimensions based on generic value creation were ranked.
Conclusion
The results of the research showed that those law enforcement agencies whose employees had a higher average level of knowledge, university education and in-service training courses, had a better ranking in terms of administrative health And also those indicators that were in direct contact with and consistent with the respondents were ranked higher in importance.
