A Framework for Evaluating Qualification and Selecting Contractor in the Process of Outsourcing the Creation and Maintenance of Green Space Projects Case Study: Shiraz Municipality

One of the most important stages of the outsourcing process, is assessment and selection of contractors. Failure of proper implementing this step can lead to failure to meet the expectations of outsourcing. Since organizations have different features and circumstances, it is advisable for each organization, according to its particular differences, to design a framework for evaluating the competence of contractors’ act. Therefore, this study aimed to provide a framework for evaluating qualification and selecting contractors for Shiraz Municipality parks & green spaces organization. Firstly, the criteria for contractors’ qualification evaluation and selection are extracted through a literature review. Secondly, by implementing experts’ views, the criteria for creation and maintenance of green spaces contractors’ evaluation qualification and selection are identified, then, the criteria based on the importance of using fuzzy screening method, is prioritized. Finally, by using consensus cluster analysis technique, a model has been proposed. The results show that Shiraz Municipality parks & green spaces organization has to consider 41 criteria for contractors’ qualification evaluation. Furthermore, "having a standby equipment and machinery, adequate and accessible," is of the most importance in this process. According to the results of consensus cluster analysis, the 41 criteria are identified, clustered in 4 and 8 components, and the model is formed accordingly.
