Investigsting and analyzing the elite migration and its impact on national security
Elite migration on one hand describes migration as changing residence, for more than a year outside the political boundaries, and on the other hand it implies an abnormal state of affairs , therefore the term “brain drain” is used to describe such a phenomenon. Migration in general, and elite migration in particular, is often precieved as a social, economic, or maximally political phenomenon.However, in addressing this phenomenon, special attention has been paid to the issue of security, and insecurity in its various dimensions including political, economic, social, cultural and even military dimensions has been cited as the base and the main context for increasing elite immigration. But there is not enough discussion on the security consequences of this issue. So there are two questions, first of all, is elite immigration just a social phenomena, or can it be a national security issue? Secondly, if so, which one would be more effective?To answer these questions, it was hypothesized that, firstly, elite migration is not only a social phenomenon but also a subject for national security, and secondly, there is an interactive relationship between elite migration and national security, and finally, the mechanisms of this interaction can be demonstrated, not on the basis of traditional perceptions of security, but on the basis of new perceptions and the multidimensional aspect of security. Therefore, this study ,with a descriptive-analytical approach, aims to address the issue of elite migration and its impact on national security.
