Articulation of Merit Criteria and its Elements in Islamic Culture

Merit criteria in an Islamic community, which is based on the rule of religion and Islam's value system dominates the officials behaviors, should be extracted based on religious instructions. Taking a look at religious texts could be of importance in this regard. Having referred to Islamic resources, making indices and resorting to analytical-descriptive methodology, this study aimed at articulation of merit criteria and its elements. The results revealed three general titles that are specialty, capability and commitment. Each of these criteria has its own characteristics which are covered in this study.
