Identifying threats and vulnerabilities of urban infrastructure with a passive defense approach

Identifying and ranking the threats and vulnerabilities facing urban infrastructure is the first step in conducting passive defense studies.The purpose of this study is to identify and rank threats and vulnerabilities to the infrastructure of Bandar Abbas.The city of Bandar Abbas, due to its proximity to the Strait of Hormuz, the Persian Gulf and the Sea of Oman, has a special strategic position and is the largest port in Iran, and the existence of vital infrastructure such as; The oil refinery, refinery, power plant, railway, airport and Shahid Rajaei port show the high importance of this region from an urban and national perspective.The present study is in the category of applied research and in terms of the nature of the research, it is considered descriptive-analytical.Accordingly, the library method and the (qualitative) interview method have been used in the identification phase of intentional man-made threats.In order to evaluate the threats and vulnerabilities, the Questionnaire (Quantitative) method was provided to 79 experts and the FEMA technique and AHP model were used.Excell software data measurement and analysis tool. The research findings show that in the threat section, missile attack (air and sea) with 8.16 and cyber attacks with 4.62 maximum number, and in the vulnerability section, missile attacks (air and sea) and cyber attacks have the first and second priority, respectively. They have a score of 6.26 and 5.42, and at the end, solutions to reduce vulnerabilities are provided.
