Cities are considered as the source of the tourist first as well as the tourist destination. Most cities, especially old ones and capitals, have such a role. Great metropolises and capitals of industrial countries also have a special attraction for travelers due to their various roles. Cities usually have a variety of attractions, such as theaters, sports stadiums, parks, town hall, shopping malls, museums, monuments, areas with a particular architecture, etc. and have tourism attractions including medical facilities, entertainment, monuments, museums, parks and green spaces, etc. Crystallization of tourism as a requirement, changing into the world's largest service industry and specializing tourism has provided the opportunity for any destination to hope to take advantage from the benefits of tourism. But, of course, it will not be possible without identifying effective factors and strategic planning and management. Accordingly, this research tried to investigate the factors affecting tourism in Tehran's District 1 using the ANP model, considering the potential capabilities of this city in the field of tourism, and presented strategic solutions to further develop it. This is a desk study and survey based on questionnaire. The analyses showed that informing, holding exhibitions and seasonal festivals and tourism agency and services have the largest share in the development of tourism industry in the region.
