Strategic Planning for the Distribution of Urban Services from the Perspective of Space Justice (A Case Study of Ahvaz)

Abstract:

Equal allocation of urban resources and services throughout the city and based on urban community needs is one of the main concerns of urban planners. This article is aimed at strategic planning of urban services distribution from the perspective of spatial justice throughout Ahvaz metropolis.  The research method was "descriptive-analytical" in nature and TOPSIS multi-criteria decision making technique and SWOT-AHP hybrid model were used in this study. The results obtained based on TOPSIS model revealed that urban services are mostly allocated to districts four, three, and one and that these districts were in a better condition compared to others. On the other hand, the results based on the hybrid model indicated that SO with a final value of 0.265 was the most effective strategy among strengths, weaknesses, opportunities, and threats and the dominant strategy in the area understudy was an offensive one. . Moreover, based on sensitivity analysis diagram, SO and WO had the highest and lowest sensitivity degrees respectively.
