Development of an Effective Strategy in Corona Virus Crisis Management with Emphasis on the Role of NAJA Based on SWOT Matrix Method (Case Study of Hamadan)

ABSTRACT
The need to manage the Covid-19 virus outbreak crisis on a national, regional and urban scale is more apparent these days than anything else. Despite the commonalities in some layers, such as urban infrastructure management, solutions to deal with it are defined based on issues such as scale, geographical location, physical characteristics, culture of residence and other layers of life in each city separately. In the present study, the crisis management of the corona virus (with emphasis on the role of NAJA) in the city of Hamadan has been investigated through SOWT matrix method. By calculating the final scores for internal (weaknesses and strengths) and external factors (opportunities and threats) identified, it was found that the optimal strategy for managing the Covid-19 virus crisis in the city of Hamadan is a defensive strategy. In this regard, strategies such as developing a comprehensive crisis management plan to deal with Covid-19 virus with the cooperation of experts in the field of urban management, medical staff, law enforcement, tightening oversight in the implementation of health protocols in public centers, revising the plan, the movement of the public transport fleet for reducing the number of passengers at stations and inside vehicles, etc. are presented in this research to improve the management of the Covid-19 virus crisis in Hamadan.
