Designing Reinventing Government Model with emphasis on the Role of Civil Society
The discourse on government revitalization has focused mainly on re-conceptualizing the government so that the government, in addition to being more effective, can use technology for better governance at a lower cost. The lack of a theoretical framework in this area led researchers to identify the factors affecting reinventing government through theme analysis. This article is part of a qualitative research. First, using semi-structured interviews with 12 experts from the academic and executive fields of the government, the effective factors in reinventing government were identified and coded. Then, using the thematic analysis technique, 4 main themes were identified and finally, a model was designed for reinventing government. The results show that, first, the emphasis on efficiency and cost reduction, while highly desirable, and will fail in its goals without adequate guarantees of democratic accountability and social justice. Secondly, the relevance and viability of the reinvented government is limited in developing countries, as the existence of effective democratic institutions and the rule of law deprives the founders and proponents of reinventing government of this possibility. Third, and perhaps most importantly, the explicit and often uncritical desire to reform the market-based system of government undermines democratic accountability and may raise concerns for the state as a guarantor of social justice. Fourth, with the gradual "emptying" of the state, civil society can take on a greater role and act as a partner in governing the country, along with the state and the market.
