Abstract:

Tehran as the capital of Iran besides its political centrality, is the most important city of the country economically, socially, & culturally. This 12 million populated city considering its suburbs is facing traffic crisis & its consequences. Undoubtedly, building an efficient transportation infrastructure is the answer to this problem. Regarding the strategic importance of such projects the government’s policy is to run these projects in the shortest possible time period. Therefore, according to the 44th principal of constitution about privatization & supporting private sector to take part in projects, the municipality authorities & Metro Company’s board of directors has projected a solution for benefiting from private sector’s capabilities in terms of investment & construction by awarding EPC & F contracts for parts of the city’s lines & stations.Considering its new methods & procedures, the success of this approach depends on formulation & implementation of a strong dynamic risk management methodology.This research has been undertaken with aim to identify risks & their related responses in Tehran Metro Line 6 EPC & F Project, (case study: middle part), & proposing a suitable risk management model. The statistical society of this research includes key stakeholders of the project such as top executive managers in client, contractor, & consultant sides. The tool for gathering information was a questionnaire built based on field & library studies & experts interviews (Delphi method) which has then been compiled according to scientific statistical methods (Friedman Model). Finally, in order to mitigate risks effects, from 94 prioritized risks the 14 top ranked were responded to. Also, the ATOM comprehensive risk management methodology & its processes are explained, including: 1- Initiating step 2- Identification 3- Assessment 4- Risk response planning 5- Risk reports 6- Implementation 7- Major reviews 8- Minor reviews 9- Post project reviews
