Strategic Planning for Football Development in Khorasan Razavi Province Using the SOAR Strategic Model

The purpose of this study was to introduce the strategic model of SOAR in sports, with the aim of developing football in Khorasan Razavi province. The methodology of this research is descriptive- analytical with the applied nature. The SOAR analytical technique was used to collect information from interviewing and forming focal groups, and to develop a strategy for developing and explain- ing the strengths, opportunities, aspirations and measurable results. The statistical population of the study consisted of all football experts in Khorasan Razavi province. The sample was selected pur- posefully (n = 53). The research instrument was based on exploratory study and rewriting of the ba- sics and similar studies by the researcher whose content validity was confirmed by experts and its reliability was confirmed by Cronbach's alpha (α = 3325). The results of this study showed that the utility of information technology, the government's attention to the commercialization and privati- zation of clubs, the transformation of Khorasan Razavi into the country's soccer field and the in- crease in the number of football schools outlets and the injection of players who are prone to high- er-ranking teams are the most important priorities in terms of strengths, opportunities, aspirations and the results. Regarding the findings, it can be concluded that the proper use of information tech- nology can contribute to the development of football and in the long run, the discovery of young talents and injection into higher-ranking teams.
