Analysis of Transparency International's approach and support plan for whistleblowers

One of the most effective ways to fight corruption is to spread the culture of whistleblowing. Transparency International is an international body that has proposed guiding principles for enacting whistleblower laws. The purpose of this study is to first examine the most important laws proposed by Transparency International, compare it with the support the whistleblowers’ bill of the Islamic Consultative Assembly, and finally identify the weaknesses and practicalities of this plan.

The research is applied in terms of purpose and descriptive-analytical in terms of the type of research, which has been analyzed using library resources by documentary method and the data collection has been in the form of recording; In this way, after retrieving the books, magazines and documents related to the subject, a temporary list of required materials is prepared, and then by preparing the fiches, fiche filing begins and the contents are set.

The strongest mechanism used by many leading countries in the fight against corruption is corruption reporting by the people. The benefits of using the public to detect and deal with crime include increasing the likelihood of detecting corruption, increasing the speed of detection of corruption, strengthening social capital, near-zero administrative costs, reducing the financial and executive burden of the executive bodies and reducing security for corrupted people.

Comparing the support the whistleblowers’ bill of the Islamic Consultative Assembly and the most important principles of the Transparency International program concludes that the parliament's plan in most cases has not followed the principles of Transparency International and has many gaps and flaws; Therefore, at the end, after mentioning the strengths and weaknesses, a single article with 4 comments has been proposed to replace that bill.
