Identification and Classification of Existing Benefits and Obstacles of Implementation of Value Engineering Upgrades in Civil Projects (Case Study: Engineering and Development Gas Company of Iran)
Value engineering is one of the most important and effective items in the field of cost and time optimization in construction projects and industries such as oil and gas. As in developing countries such as Iran, which also face limited equipment and resources, this issue and cost and time management have become essential. It is worth noting that in some projects, due to obstacles, value engineering is not done. In some projects, despite doing so, issues such as cost increases are encountered at the time of implementation, part of which is due to improper implementation of value engineering. In line with the above, in this study, using semi-structured interviews, value engineering factors in the field of benefits, obstacles, solutions, and promotion have been identified. The obtained reliability and Cronbach's alpha have been calculated equal to 0.834. The Kolmogorov-Smirnov test was also used to normalize the data, and the Friedman test was used to rank the data. The results obtained in the field of value engineering benefits, elimination of unnecessary functions and upgrading of construction projects, and improvement of executive plans have the highest score. In the field of value engineering obstacles, resistance to change due to its risks and lack of awareness of brokers and culture, the most important factors and in the field of effective solutions to upgrading value engineering, the level of management support for value engineering proposals and performance and the use of specialized consultants, have the highest score and impact from the statistical community and a case study in engineering and development gas company of Iran in order to identification and classification of existing benefits and obstacles of implementation of value engineering upgrades in civil projects.
