Investigating the Budget Deficit of the Year 1400 and Solutions to Deal with it in the Islamic Approach

Abstract:

The country's budgets, including the budget for the year 1400, are facing operating balance deficit and non-supply deficit. In this article, we examine the budget deficit of 1400 and the solutions to deal with it in the Islamic approach. The results of the article show that the general budget of the country in 1400 is facing a 50% deficit of the operating balance deficit (464 thousand billion Tomans deficit) and at least 30% of the unsecured budget deficit (383 thousand billion Tomans deficit). To deal with the budget deficit, measures such as reviewing expenditures, abolishing the second budget ceiling, paving the way for the realization of revenue sources, especially tax revenues, are recommended. Although the priority in dealing with the budget deficit is to increase tax revenues and reduce unnecessary expenses, using the monetary base with increasing the legal reserve rate of banks is more appropriate than inflating government debt in a recession. To counter the inflationary effects, it is proposed to increase the legal reserve rate of banks to at least 25 percent
